My point being, if any of the Bioshocks use a commonly licensed engine like Cry or Unreal, then it might be able to adhoc an SDK if you got the programming skill to do so.System Shock is the fully fledged remake of the ground breaking original from 1994, combining cult gameplay with all-new HD visuals, updated controls, an overhauled interface and all-new sounds & music it even has the original voice actor of SHODAN, one of gaming’s most iconic villains. Last I checked it was incredibly unstable and not a reliable modding tool, but, again, that was years ago. Of course, it's been a long ass time since I checked the development of that tool, I don't know if it ever made it out of any sort of Alpha state. I don't know what engine it uses, but I know there was never an 'official' SDK released for Borderlands, but someone had developed an SDK for the first Borderlands thanks to it using the Unreal Engine. You'd need to develop an extractor for those parts if someone hasn't already, but, judging by the fanbase around those games, if they are modable at all, that extraction tool should already exist. It might be possible to do some basic modding like texture replacing or model swaps - depending on the file structure on how the game is packed.

Don't take this as an official statement, but I doubt there is 'moddability' in the sense of like.Skyrim or Doom.
